In the communications which I propose to make to the Chinese Government and to my colleagues on this subject, I suggest the insertion of provisions similar to those contained in Article XVI of the American Treaty of 1903, concerning instruments for the injection of morphia. At the same time China should, I submit, be reminded that the prohibition to manufacture morphia in China, in order to be effectual, should be made binding by all the Powers on their subjects and citizens.
